Class-Society Fire Notations for RoRo — The Voluntary Mandate

DNV, Lloyd's Register, ClassNK, and ABS each maintain fire-safety notations a shipowner can request. Voluntary on paper, contractual in practice — and increasingly priced in by underwriters.

A class society does not write SOLAS — IMO does. What a class society does write is its own notation suite: optional capability descriptors a shipowner can earn on top of basic class. For ro-ro and PCTC tonnage, several IACS members now publish fire-safety notations directly aimed at the EV-era risk profile. They are voluntary in the regulatory sense and contractual in the commercial sense.

The major societies and their notations

  • DNV — fire-safety class notations covering enhanced detection and suppression on enclosed vehicle decks.
  • Lloyd's Register — descriptive notations for fire-protected ro-ro cargo spaces.
  • ClassNK — published guidelines on safety measures for maritime transportation of electric vehicles.
  • ABS — fire-safety guidance notes for vehicle carriers with battery-electric cargo.

How a notation is earned

  • Documented detection-layer specification reviewed against the society's functional requirements.
  • Witnessed testing against representative event profiles (the society's test methodology).
  • Independent verification of retention, audit, and chain-of-custody for telemetry.
  • Initial survey, periodic re-survey, and major-modification re-survey on the same cadence as base class.

Why "voluntary" is misleading

  • Charterers increasingly require named notations in fixture terms.
  • Underwriters cite notations explicitly in renewal questionnaires (and discount accordingly).
  • Some flag states defer to class society judgment on whether a vessel meets recommended practice.
  • A vessel without the notation increasingly stands out negatively in chartering and underwriting markets.

How a detection layer is positioned for a notation

The class society wants reproducibility, audit trail, and a documented mapping from claimed capability to test evidence. The detection product is upstream of the notation, not the notation itself — but the product's data architecture is what makes the notation achievable. A telemetry layer that produces signed, retention-managed evidence simplifies the survey work substantially.

Class notations are how the trade arrives at higher capability before IMO formally writes it. Watching the notation landscape is a faster signal than watching the IMO work programme.
